It appears as a special tab in the Valorant store during the event window and is available to all players for free.

Night Market is not a traditional sale where Riot chooses which skins go on discount. Instead, the game randomly generates six skin offers from a pool of eligible skins, applies a random discount to each one, and presents them to you behind cards that you flip to reveal.
